English Councils Intend to Dispose of Community Hubs and Sports Centres to Manage Finances
According to a new study of local authorities, UK councils are planning to offload community centers, sports centres, and retail spaces as they bet on a rapid disposal of properties to stabilize finances.
Growing Fiscal Pressures Drive Asset Sales
The Key Cities Group representing major urban areas in England reported that 60% of councils are intending to sell assets to cover the escalating costs of social services for vulnerable individuals.
Local governments have in the past come under fire for selling public land and land to support their budgets, but they contend they must continue to raise vital cash from property disposals or declare themselves bankrupt.
The group said that a high proportion of authorities attempting to generate funds from a fire sale of holdings marked “a clear change from 2024, when the majority (60%) of municipal officials stated they would prioritise restructuring services and using savings to weather increasing financial challenges.”
Specific Examples of Proposed Disposals
One local authority in Kent announced its property management strategy featured the sale of a retail complex in a local town and a social club in another town to generate £20m over the next half-decade.
- Gillingham golf club and commercial properties held in two English counties, which all provide rental income for the authority, will additionally be sold under the strategy.
Council Tax Rises and Wider Financial Pressures
The survey of councils in the key cities group, which covers several urban centers, further found that over seven in ten of authorities will have to raise council taxes next April to cover the rising cost of core provisions, increased rates of housing insecurity, and a persistent housing shortage.
The authority said it will press ahead with asset sales after sharp increases in the cost of children services, special educational needs and disability (Send) provision, elderly and disability services, and temporary accommodation.
“We are adopting innovative approaches but certain measures require time to deliver both better provisions and financial savings,” said Vince Maple.
He added: “We face demographic pressures which will persist to add to the strains we have. As a local government body, we had a 91% cut in our central funding from over the past decade, which is extremely difficult.”
National Trends and Forecasts
A survey of county councils this week further found local finances being stretched by the growing number of children and older individuals needing Send support.
A network of councils said that local shortfalls will reach 4.4 billion pounds a year by 2029, as they struggle to cope with increased demand.
Ministers have put off scheduled changes to the special educational needs framework until the coming year after a policy document outlining those changes has been postponed.
Disadvantage and Financial Gaps
According to the most recent deprivation measures (IMD) for English councils, several participating urban areas were among the most disadvantaged in the country.
- “Participating urban centers like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton place in the most deprived 30 nationally under the latest deprivation indices,” said the report.
“Although only one key city is in the top 10 for disadvantaged communities countrywide, urban areas are much more prone to be in the worst-off 20% of England. The figures highlights the extent of challenges confronting municipal officials across major urban centers in the coming year,” the analysis added.
“Local government leaders have been clear about the necessity for a equitable and lasting financial structure that accounts for and addresses the actual extent of disadvantage and need,” stated Michael Mordey.
“Without this, councils will continue to face difficult decisions around which vital provisions to allocate spend to, and which to reduce, to the disadvantage of their residents.”
A fifth of councils have reduced or weakened care services in the last year, the study revealed.
